We support communities in planning and responding to rural homelessness through engagement and education, data collection, action plans, advocacy, and Reaching Home funding.

About the Initiative

When it comes to understanding the causes of homelessness, or houselessness, the urban experience tends to be prioritized, mainly due to the “visibility” of unsheltered individuals in large urban centres. The issue of homelessness in rural, remote, and Indigenous communities is far less understood and acknowledged because of its “hidden” nature, often occurring as couch surfing, overcrowding, living in vehicles, etc. Recent data suggests that rural homelessness is prevalent at rates equivalent to or greater than larger urban centre per capita rates (Schiff et al., 2022). And yet, as the cost of living and inflation rise, these communities are facing unique challenges while lacking the capacity and resources to respond to them. 

Our team has many capacity-building resources, and we provide services to support with developing and implementing solutions. In addition, RDN is the Reaching Home Community Entity for Rural and Remote Alberta and is responsible for distributing this funding from the Government of Canada to communities across the province to address and respond to homelessness. These communities include First Nation and Métis Settlement communities amongst others.  

Recently, there has been a push to shift language when talking about homelessness towards terminology like “houselessness” or “unhoused” to better reflect the experiences of Indigenous community members and their understandings of home. As we try and shift our language and generally encourage a broader understanding of houselessness in communities, we have started using the term “housing insecurity” or “housing insecure” as a means to bridge the gap between understandings of homelessness and houselessness.

Reaching Home (Active)

Homelessness

The Rural Development Network is the Reaching Home Community Entity for Rural and Remote Alberta, and is responsible for distributing this funding from the Government of Canada to rural and remote organizations and communities across the province to address and respond to homelessness. These communities include First Nation and Métis Settlement communities amongst others.

Shelter Pulse 

Homelessness

Shelter Pulse has developed a centralized database of feminist, trauma-informed policies for rural Canadian women’s shelters. This tool allows women’s shelters across Canada to search and select specific policies and create a customized policy manual for their organization.

National Coordinated Access

Homelessness

The National Coordinated Access guide accesses a housing-first, place-based, person-centered, trauma-informed, and reconciliation-focused lens to build capacity and address the unique challenges that exist within the homelessness serving-sector in rural, remote, First Nations, Metis, and Inuit communities across Canada. The guide aims to provide a bottom-up approach to understanding Coordinated Access (CA) by amplifying the voices of those with lived experience.

First Nations Data Collection

Homelessness

The primary goal of this Indigenous led, Elder blessed project was to co-develop a decolonized, adaptable, culturally sensitive and trauma-informed data collection toolkit for gathering data and quantifying housing needs to support the planning and implementation of appropriate, affordable housing and community development projects on First Nation Communities across Turtle Island, ultimately reducing Indigenous houselessness.

Alberta Provincial Estimations (Active)

Homelessness

RDN works with rural, remote, and Indigenous communities across Alberta to collect data on housing insecurity. This data is intended to support decision-making on housing and service needs across local, regional, and provincial organizations, funders, and all levels of government.
